Boost pressure is only one property of the intake charge.
Temperature also influences air density.
Turbocharger compression raises air temperature.
The charge-air cooler removes part of that heat before the air enters the engine.
If external cooler fins become blocked by:
boost pressure may remain comparatively normal while cooling performance deteriorates.
For a given pressure, hotter air is generally less dense than cooler air.
This can affect the mass of oxygen entering the cylinders.
The exact ECU compensation depends on engine architecture.
Useful observations can include:
The problem exists in heat rejection, not rail pressure or injector delivery.
A passing boost-pressure check does not prove the charge-air system is delivering air at the intended thermal condition.
