Diagnostic Focus: Air Supply vs Fuel Delivery
A diesel engine can produce the expected rail pressure and still fail to develop normal power.
In that situation, fuel pressure has answered only one part of the combustion question.
A passing rail-pressure test indicates that the high-pressure fuel system can reach the measured target under the tested condition.
It does not confirm:
Many boost problems are not visible at idle.
Diagnosis should reproduce the power-loss condition and compare:
requested boost vs actual boost
together with
requested rail pressure vs actual rail pressure.
Inspection may include:
If fuel pressure and delivery are adequate but cylinder air mass is insufficient, changing injectors does not restore the missing air supply.

Correct rail pressure should narrow the diagnosis, not end it.
Low-power troubleshooting should evaluate both sides of the combustion equation: air supply and fuel delivery.
